PROBLEM TO BE SOLVED: To provide emergency service immediately by automatically and accurately detecting whether or not a person living alone or the aged is safe. SOLUTION: A safety checking device, having a storage means in which the use of periodic television power on/off signals and the time when power is turned on or off are stored as specific information, a judgment means for recognizing a deviating state from the specific information, and a transmission means for transmitting emergency signals from the judgment means, is installed in a safety checking center. A terminal device used for a safety-checking television system and transmitting signals to turn the power of a television on and off is installed in a house, and a signal output from the terminal device for the safety checking television system is used as service information for comparison with the specific information stored in the safety checking device, to determine whether or not one is safe.
