The apparatus provides an enclosure (62) for a medical waste continer (10) and a system (22) for making an opening at an upper portion of the container through which a disinfecting solution can be inje cted (24) and for cutting (42) a lower portion of the container to allow the waste to drain out. The outside of the container is s prayed with disinfecting solution and the spent solution is evacuated through a drain (76). The container may be fully filled with soluti on through the opening before cutting the lower portion.
