PROBLEM TO BE SOLVED: To provide a signal composing device capable of suppressing degradation of picture quality without deleting additional information by compression processing the data or the like by superimposing an additional information signal on the signal of a selected frame. SOLUTION: The additional information signal supplied from an additional information signal output part 3 to a spectrum spreading part 5 is multiplied with a noise signal, which is generated by a pseudo random noise(PN) code stream generator 6, by a multiplier 7 and spectrum is spread. A timing generator 8 transmits the gate signal of the frame to superimpose the additional information signal among the plural frames of a video signal outputted from a video signal output part 2. Based on this gate signal, the spectrum spread additional information signal is supplied to a signal composing device 4. The signal composing device 4 generates a video information signal by embedding the supplied additional information signal into the video signal supplied from the video signal output part 2 at prescribed timing determined by a timing generator 8.
