PROBLEM TO BE SOLVED: To prevent the carrier sticking to a photoreceptor and a fringe phenomenon and to provide high-quality printing with no missing printing information by providing a first toner image forming process and a second toner image forming process making another latent image visible at the lower rate than the sliding frequency of a magnetic brush against the surface of the photoreceptor in the toner image forming process. SOLUTION: A developer 57 applies a developing bias Vb1 by means of a power supply 15 in a first developing device 5. A first toner 55 is conveyed by a first developing roller 51 rotated CCW at the speed about two times that of a photoreceptor drum 1 and is developed on the photoreceptor drum 1 in a first developing region 59. A developer 67 applies a developing bias Vb2 by means of a power supply 16 in the second developing device 6. A second toner 65 is conveyed by a second developing roller 61 rotated CCW at the speed about 1.4 times that of the photoreceptor drum 1 and is developed on the photoreceptor drum 1 in a second developing region 69.
