PROBLEM TO BE SOLVED: To suppress deterioration of picture quality and to reduce a delay of compression expansion by appropriately controlling a compression condition of each macro block in a picture and appropriately changing a method and the degree of compression in accordance with a temporal and spatial arrangements of the macro block. SOLUTION: A dynamic picture inputted from an input terminal 1 of the dynamic picture is divided in a macro block group of an MPEG2 standard by the picture by a compression unit constitution means 3. Upon the input start of this dynamic picture, a sequence start instruction is inputted from an input terminal 2 and a number of picture from a sequence head of the dynamic picture is counted by a number counting means 7. In accordance with this picture number, picture type control means 8 controls the picture type. The picture type is controlled so that, for example, the first picture becomes an I picture and a picture following this becomes a P picture. Furthermore, a compression means is set in accordance with a spaciotemporal arrangement of the macro block so that an intraslice of each picture appropriately is arranged. |
