PROBLEM TO BE SOLVED: To provide a technique for properly controlling the amount of discharging from a secondary battery. SOLUTION: In a device 1, the amount of discharging from a secondary battery 12 which stores power at nighttime and discharges it in daytime is set by design, and power actually consumed by a load 15 is measured. If the measured power consumed is out of an allowable range, the amount of discharging from the secondary battery is varied, and further more the designed amount of discharging is corrected. As a result, it is possible to make good use of the power stored in the secondary battery 12 and further level the load on a commercial power supply 11. |
