PROBLEM TO BE SOLVED: To lower the resistance of a lower electrode constituted as a transparent electrode without reducing a non-luminescent region in an organic EL (electroluminescent) element constituted with the lower electrode, an organic compound thin film, and an upper electrode. SOLUTION: A lower electrode 5 is formed with a transparent first wiring material buried in a recess 2 formed in a substrate 1 and a transparent second wiring material 4 formed on the surface of the substrate 1 containing the first wiring material 3. An organic compound thin film 6 and an upper electrode 7 are formed on the lower electrode 5. Since the lower electrode 5 is formed with the transparent first and second wiring materials 3, 4, the resistance of the lower electrode 5 is decreased without increasing a non-luminescent region not capable of displaying. Since the first wiring material 3 does not project from the surface of the substrate, the transparent lower electrode 5 having the flat surface and small step difference to the substrate is formed.
