PROBLEM TO BE SOLVED: To improve the information transmission capability by coding a message without increasing number of the message codes required for transmission of information. SOLUTION: Data in which two character data corresponds to one extended free word number are stored in a free word storage area 21 and data in which two character data corresponds to one extended free word number are stored in an extended free word storage area 22. In the case that a received message code designates an extended free word number in the extended free word storage area 22, a changeover display control means 101 selects either of the two character data corresponding to the extended free word number at an interval of a prescribed time and displays the selected data alternately.
