PROBLEM TO BE SOLVED: To simplify a configuration and to reduce the cost by replacing a pixel outside the image object of an upper layer composed with a predictive image with the other pixels and selectively outputting the replaced image or the decoded image of a lower layer. SOLUTION: An inverse multiplexer circuit 251 separately outputs the bit streams of upper and lower layers. The lower layer image signal decoded by a lower layer decoder circuit 254 is supplied to a VOP reconstitution circuit 300. The image of the upper layer decoded by an upper layer decoder circuit 253 replaces the value of the pixel outside the image objet while using the value of an image decoding the reference image of the lower layer and supplies it to the VOP reconstitution circuit 300. The VOP reconstitution circuit 300 selectively outputs either the replaced upper layer image or the decoded lower layer image.
