摘要 <p>PROBLEM TO BE SOLVED: To send a threshold level for selecting high-degree or low-degree coefficients with small additional information in a hierarchical image coding that separately describes high-degree or low-degree coefficient. SOLUTION: In the case that a block is orthogonally transformed to encode significant coefficient of a low resolution layer, and that the significant coefficient is not a final significant coefficient of the low resolution layer (A-F), the signification coefficient is described on coded data as a conventional method. Furthermore, when the significant coefficient is a final signification coefficient G of the low resolution layer and no significant coefficient is in existence in a high resolution layer, the significant coefficient is described on coded data together with a code EOB denoting the final significant coefficient as a conventional method. Furthermore, in the case that the significant coefficient of the low resolution layer is a final significant coefficient G, but significant coefficients H-L are in existence in the high resolution layer, a code CONTINUE denoting it is described on immediately after the final coefficient of the low resolution layer or simultaneously on coded data of the low resolution layer. The decode processing of the high resolution layer generates the high resolution layer block pattern based on the above description to decode the coded data on the high resolution layer.</p>
