A handle (11) is moved from a neutral first position towards a second position for rotating a cable link (18) to progressively pull on a brake cable (12) to engage a brake. When the handle (11) is moved from the first position to a third position, a parking link (24) is rotated to push on and rotate a cable link (18) to engage and lock the brake. The parking link (24) is rotated to a stable position wherein pull on the brake cable (12) cannot release the brake until the handle (11) is manually moved back to the first position.
