PROBLEM TO BE SOLVED: To provide a method for efficiently producing a (meth)acrylate-based polymer having an extremely high-molecular weight of millions or more weight- average molecular weight and excellent water solubility so as to improve performances when used as a tacky substrate for a cataplasma, etc. SOLUTION: A (meth)acrylate-based monomer is subjected, for example, to an aqueous solution polymerization by still standing in the presence of a polyhydric alcohol, an amine and a polymerization initiator more preferably by raising a heating temperature to heat the reaction solution during the period from the beginning to the end of the polymerization. When the amount of the amine is (a) mol based on 1 mol of the (meth)acrylate-based monomer and the amount of the polymerization initiator is (b) mol based on 1 mol of the (meth)acrylate-based monomer, the product ((a)×(b)) of both the mols is especially preferably in the range of 1×10<-10> to 1.5×10<-8> . A polymerizer (reactor) is constituted, for example, by fastening two molds 1/1 by using bolts and nuts.
