PROBLEM TO BE SOLVED: To enable economical operation by calculating and displaying production water quantity range of permeation water capable of being produced by a water producing plant from a membrane characteristic formula T obtained from measured temperature and electric conductivity of supply water, a high pressure pump system characteristic formula II and the like. SOLUTION: In an operation controller of a water producing plant, operation conditions of supply water, permeation water and the like are measured, and production water quantity range of permeation water capable of being produced by the water producing plant is calculated and displayed from a membrane characteristic formula (I) Qp=As×(Pf-π)×F (wherein, Qp represents permeation water quantity, As represents membrane permeation coefficient, Pf represents operation pressure,πrepresents osmosis pressure difference, which is a function of supply water temperature, concentration and recovery rate, and F represents membrane area), a high pressure pump system characteristic formula (II) Pf<aQf<2> +bQf+c (wherein, Qf represents supply water quantity, a, b and c represent coefficients) obtained by combining a high pressure pump characteristic formula and a pressure loss characteristic formula of piping between a high pressure pump and a reverse osmosis membrane module, set upper limit of permeation water concentration, recovery rate and the like. A target water production quantity value is set within the production water quantity range of permeation water capable of being produced and control is carried out so that the target production water quantity and recovery rate are realized.
