PROBLEM TO BE SOLVED: To obtain a readily fillable and pasty filler for a plant cultivation base, capable of retaining the water holding properties for a long period and suitable for the sound growth of plants by including water and short fibers such as organic ones therein. SOLUTION: This filler for a plant cultivation base is a filler for filling a void part of a porous formed product applicable to a slope, the roof, a wall surface, etc., and contains water and organic short fibers such as peat moss or inorganic short fibers such as slag fibers or a powder. The filter preferably has the amount of stationary discharge water of <=10% based on the weight of the filter and the pasty filler is preferably pressed from the void part on the plant cultivation base thereinto and filled in the plant cultivation base.
