PROBLEM TO BE SOLVED: To provide a thermally insulating panel excellent in flame retardance and thermal insulation. SOLUTION: This thermally insulating panel is constituted by cast molding an isocyanurate-modified hard polyurethane foam raw material into the cavity of a panel body (1), the raw material being constituted by mixing-foaming a polyisocyanate component with a polyol component, a foaming agent, a catalyst, a foam regulating agent and other auxiliaries. The polyol component comprises a polyester-polyol compound with an acid value of >=5.0 mg-KOH/g in an amount of >=50 wt.% which is obtained by esterification of a hydroxy compound, and one or more polybasic acid components selected from the group of o-, m-, p-phthalic acids and their derivatives. |
