PROBLEM TO BE SOLVED: To obtain a skin cosmetic free from powder isolation or pale appearance in makeup, good in adhesion to puffs or the skin and good in spreadability over the skin, soft in feeling when applied, also high in ultraviolet radiation- proofing effect, by formulating powder coated with titanium oxide particles smaller in size. SOLUTION: First, spherical synthetic polymer powder (pref. of urethane-based polymer, 10-15μm in average particle size) and titanium oxide particles smaller in size than the polymeric powder ones (pref. 0.5-2.0μm) are subjected to mixing treatment in a weight ratio of normally (70:30) to (2:98), pref. (70:30) to (15:85) using a ball mill or crusher to coat the polymeric powder with the titanium oxide particles to obtain coated powder. The objective cosmetic (in particular, suitable as a makeup cosmetic) is obtained by formulating normally 0.1-50 wt.%, pref. 1-30 wt.%, more pref. 5-20 wt.% of the above coated powder.
