<p>A preparation composition in which the formation of insolubles from a basic drug and an anionic high-molecular substance is inhibited; and a method for dissolving the anionic high-molecular substance. The composition comprises (1) a basic drug, (2) a hydrophilic substance having a positive charge and (3) an anionic high-molecular substance.
