PROBLEM TO BE SOLVED: To release a derived load both from a user side and from a protecting side of an application implementor or the like by dealing with specific information of many authentication keys and so on. SOLUTION: A certification data verifying device 10 transmits authentication data 14 to a certification data generation device 11. A certification data generating means 16 of the certification data generation device 11 generates a certification data 18 from the received authentication data and a user specific data 17, and returns this certification data 18 to the certification data verifying device 10. A verifying means 13 of the certification verifying device 10 verifies the certification data 18 by using authentication data 14 and an access ticket 15. When the verification is successful, an execution of a program is allowed.
