PROBLEM TO BE SOLVED: To judge it to be in full charge in the position, where the battery voltage drops a little under the peak point in the last stage of charge by dissolving such a weak point that the -ΔV detection method needs to make the set value to detect the drop voltage from the peak value of charge voltage have a measure of margin, due to the error in quantization that the A/D converter has. SOLUTION: The voltage of plural pieces of batteries is detected by performing plural time of sampling during a given sampling time, and also within the given sampling times, the maximum value and the minimum value of the voltage of these batteries are detected and stored. Then at every passage of the given sampling time, the minimum values are compared witch one another, and the largest minimum value is made the peak value, and when the difference between the peak value and the maximum value becomes a predetermined value or over at every passage of the given sampling time after judgment of peak value, it is judged to be in full charge.
