PROBLEM TO BE SOLVED: To suppress peeling of fluorescent material and to enhance yield by providing an electrode, a dielectric layer and a barrier plate on a glass substrate and making a specific surface roughness and the maximum height on the surface of the barrier plate of a base plate for a plasma display having a fluorescent material layer on it. SOLUTION: A mathematical average roughness Ra of the surface roughness of a barrier plate is set not less that 0.1μm, the maximum height Rt is set not less than 1.0μm. A glass material with a glass transition point of 430-500 deg.C, and a thermosoftening temperature of 470-580 deg.C is preferably used for material for the barrier plate, in order to form a pattern on a base plate with a low glass transition point and a low thermosoftening point, and glass with an average refractive index of 1.5-1.7 is also used. For this purpose, it is preferable to use glass particles contain at leas one kind of lithium oxide, sodium oxide and potassium oxide with 2-20 wt.%. Pattern is easily formed by including a filler with a thermosoftening point of 650-850 deg.C in the material for the barrier plate.
