PROBLEM TO BE SOLVED: To hold response time required for offering normal service by efficiently using a network by stopping an offer of new service when a detection frequency of reception time out of a response from a user per unit time become a reference value or more. SOLUTION: Information that the reception time out of the response is generated from an SRM transmitter/receiver 220 is received and the frequency of information per unit time is held in an Up-Down counter A 302 by a convergence control and managing device 221. In this case, the frequency of information per unit time in which delay time of a delayer T 301 is defined as the unit time is held by decreasing a value after a specified time passes from the information by utilizing the delayer T 301. The value held in a counter A 302 is compared with the value of a register B 303 in which the reference value to represent the convergence of a control network is set by a comparator 304, when the value held in the counter A 302 exceeds the set value, the comparator 304 is turned on and establishment of a new session is stopped by turning a new session establishment stop switch on by an SRM 219.
