<p>PROBLEM TO BE SOLVED: To protect a network against a rapid high load when a transmission terminal quickly raises a transmission real rate up to a maximum transmission allowance cell rate(ACR) after the transmission real rate of the transmission terminal offering an available bit rate(ABR) service becomes very low for some reason and the ACR becomes high. SOLUTION: In asynchronous transfer mode(ATM) switch, a reception rate is monitored from a transmission terminal, wherein a rate discrimination part 4-2 determines that the transmission terminal is under a transmission halt condition when the reception rate, compared with a preset threshold rate, remainS lower for a fixed period; and an explicit rate(ER) part 4-11 rewrites into the degree of an initial cell rate(ICR) the ER mounted on a back resource management(BRM) to be returned to the transmission terminal. With regard to the transmission terminal which receives the ER, a transmission real rate is prevented from rapidly increasing in an occurrence of a large capacity of transmission data, as the ACR is initialized into the ICR.</p> |
