PROBLEM TO BE SOLVED: To easily provide at low cost a conductive sheet with a large number of voids between fibers and easy to be bonded with other members by irregularly mixing Japanese paper material fibers and carbon fibers, bonding them in an irregular net shape to form a large number of voids, and thinly, uniformly arranging in the form of a sheet. SOLUTION: Japanese paper material fibers 14 comprising preferably single paper mulberry fibers and carbon fibers 12 are bonded by a water soluble sizing agent in an irregular net shape so as to form a large number of irregular voids, and thinly, uniformly arranged in the form of a sheet to obtain a conductive sheet 10. The carbon fibers are preferable to have a length of 3-30 mm, a diameter of 50-15μm, and to be contained 3-80 volume percent. The porosity is suitable to be 20-60% on the plane of projection in the sheet vertical direction. If necessary, metal or ceramic is thermally splayed on the surface of each fiber to enhance conductivity and strength. The conductive sheet manifactured by dispersing the specified ratio of Japanese paper material fibers, carbon fibers, and a binder in water, making in paper form, removing water, then drying.
