PROBLEM TO BE SOLVED: To prevent received data from being decoded/reproduced illegally, copied illegally and black-marketed at a receiver side in the case of running a movie by the electronic distribution system by inactivating functions of an encryption decoding means, a decoding means and a display means when an access discrimination means discriminates an illegal procedure. SOLUTION: A function of at least one of an encryption decoding means, a decoding means and a display means is inactivated in the case that an access discrimination means discriminates an illegal procedure. Data received by the video signal receiving and reproducing device 1 are given to an encryption decoder 7. The encryption decoder 7 generates a decoding key based on decoding key information obtained from a transmission station and specific ID information stored in the encryption decoder 7, decodes the encrypted signal by using the generated decoding key and outputs movie data to a decoder 8. A controller 10 has a function of transmitting a security signal by which the video signal receiving and reproducing device 1 is made available only with a regular procedure.
