摘要 PROBLEM TO BE SOLVED: To allow the communication equipment to transfer coded data at a variable bit rate in the synchronous transmission mode where real time performance is warranted by detecting a transfer rate for a communication frequency band and adding optional data to coded data when it is detected that the transfer rate does not satisfy the communication frequency band and assembling the data with the optional data added to them into packets. SOLUTION: In the case of transferring data with a variable bit rate, a packet generating section 203 fills each packet with padding data and transmits the packets to a packet reception transfer section 202 in order to avoid it that data are sent in advance due to frequent occurrence of a bit rate less than the transfer frequency band resulting that a memory of a decoder at a receiver side may overflow. Thus, compression coded variable bit rate data accompanying real time performance such as moving image and audio data are transferred to other equipment in the synchronous transfer mode without losing the real time performance.
