PROBLEM TO BE SOLVED: To efficiently use a recording area of a recording medium on the side of a terminal device. SOLUTION: A packet identifier(PID) from a PID register 75 into which this PID fitted to a header of a program selected by a user in advance is loaded and a PID fitted to a header of each individual program of a transmitting channel detected by a packet header detecting circuit 73 are compared by a coincidence detecting circuit 76. Upon detection of coincidence of the above two PIDs, a packet data compressing part 72 is controlled by a control circuit 74 to output this packet without being compressed, and upon detection of noncoincidence of the two PIDs, a data main body (pay-load) is compressed and outputted without compressing the header. By recording a data from this compressing part 72 on a recording medium, unrequired program data other than program data selected by the user can be compressed and recorded leaving headers unchanged, so that the recording area of the recording medium can efficiently be used.
