PROBLEM TO BE SOLVED: To prevent violation use of image data by scrambling existing image data and editing specific image data that specifies an edit system that edits data. SOLUTION: A data entry section 3 receives image data and sign data 13 served from the user. An encryption information generating section 6 generates encryption information to encrypt the received sign data 13. A random information generating section 5 generates arrangement information to distribute the sign data 13 encrypted based on the encryption information. An edit section 4 encrypts the sign data 13 based on the encryption information generated by the encryption information generating section 6 and distributes the encrypted sign data 13 based on the arrangement information generated by the random number information generating section 5 into image data to edit specific image data 10.
