An apparatus for video compression includes a video compressor and a buffer. The video compressor compresses an input stream of video data frames at a compression rate to provide compressed video data at an average compressor output rate. The buffer receives the compressed video data from the video compressor to provide a compressed video data stream. The compressed video data stream is transmitted from the buffer onto a transmission channel at a channel rate greater than the average compressor output rate such that utilization of the transmission channel is less than full. Reducing the channel utilization provides a corresponding reduction in buffer delay.
