摘要 PROBLEM TO BE SOLVED: To minimize overhead of a processing due to interconnection between different based devices and comparison of cells by converting the cell for adjusting speed in transmission cells into the cell of the same type as the cell for adjusting speed of the device at the other party. SOLUTION: Presence/absense of a space cell is monitored for the received cell immediately after completion of cell synchronization and the device at the other party is discriminated whether it is the device based on ITU-T or not from a monitoring result by a cell monitoring processing part 4. Then the presence /absence of the cell which is not assigned is also monitored until reception of the space cell is confirmed and when the reception of the space cell is detected, the device at the other party is also discriminated to be the device, based on an ATM forum. The cell is not monitored until step-out of the cell, etc., is generated again after discrimination. When the reception of the space cell is detected, the device at the other party is judged to be the device, based on the ITU-T and a fast is informed to a cell conversion processing part 5. All the cells which are not assigned whose transmission is requested from an ATM layer processing part 1 are converted into the space cells and transmitted to a line by the cell conversion processing part 5.
