PROBLEM TO BE SOLVED: To obtain a gland packing having low sliding resistance and reduced flow by infiltrating a paraffin emulsion into expandable graphite or an expandable graphite type packing material prepared by compositing expandable graphite with a metal wire or the like and drying the wet product. SOLUTION: Hot water is slowly added under agitation to a molten mixture obtained by melting a mixture of a solid paraffin with a surfactant to obtain a water-in-oil paraffin emulsion having a particle diameter of 1-10μm. A tape prepared by slitting expandable graphite itself or a sheet 10 prepared by compositing expandable graphite with a metal wire or the like is wound into a winding, and this winding is pressure-molded to obtain a graphite packing A. This packing A is immersed in the above emulsion to infiltrate the emulsion into the packing A, and the packing A is dried to impregnate it with the paraffin 10a. Thus, a packing reduced in escape of the lubricant and flow of the paraffin and having persistent lubricating effect can be obtained.
