PROBLEM TO BE SOLVED: To suppress the activity of wood rotting bacteria, etc., by detecting the humidity of the inside space of a building using a space humidity detection means by detecting outdoor air humidity by an air humidity detection means, and controlling ventilation and humidifying means based on the humidity information so that the humidity of the inside space of the building is maintained at a judgment humidity or lower. SOLUTION: Humidity under the floor of a kitchen is detected by a space humidity detection means 13, and the detected humidity under the floor is compared with judgment humidity being stored by a storage means 15. Then, when the detected humidity under the floor is, for example, at least 70% RH, air humidity is detected by an air humidity detection means 14. When the air humidity is, for example, at least 70% RH, a humidifying means 17 is controlled by a space humidity control means 18 and the air is dried before performing humidifying operation for sending air under the floor. On the other hand, when the air humidity is lower than 70% RH, a ventilation means 16 is controlled and the humidifying operation for sending air under the floor is performed.
