PROBLEM TO BE SOLVED: To enable frame moving processing through the same system, in spite of picture structure by discriminating movement for one frame by detecting a change in the value of temporary reference separated from a picture header. SOLUTION: The address of a register 33 is '100', for example, and when the address is '100', an enable signal ENS to be supplied to an enable signal input terminal EN of the register 33 is turned into a high level 'H' so that the register 33 is turned into an active state. During this processing, an AND gate 33 is opened and a non-coincidence detecting signal NEQ is outputted from the AND gate 35. At such a time, control data CD on a control data bus 31 show the temporary reference, and when this is not match the temporary reference held in the register 33 at the timing of rising of the last clock CLK, the non-matching detecting signal NEQ is turned into 'H'. Then, each time the signal is turned into 'H', a frame-moving processing control circuit 222 so discriminates the movement that one frame has been moved. |
