PROBLEM TO BE SOLVED: To speedily predict the adverse influence of harmful substance when it is discharged to environment. SOLUTION: An abnormality decision means 3 decides normalcy or abnormality by using data measured by environment monitor devices 1 which measure and monitor the thickness of harmful substance in the atmosphere and normal- time data stored in a normal-time data storage device 2 and generates and sends an instruction for actuating an environmental influence predicting means 4 in case of abnormality. The environmental influence predicting means 4 having received the actuation instruction automatically diffuses and predicts the harmful substance, etc., and speedily provides the prediction result.
