PROBLEM TO BE SOLVED: To accelerate a service processing speed and to prevent the increase in communication traffic for plural service processings by providing a service control module for controlling the entire service supplied among multimedia terminals connection requested from the multimedia terminals and a service processing module for connecting the multimedia terminals. SOLUTION: A service request message is delivered from an originating subscriber terminal 1-1 to a service control module 8. In a party control task 3, whether or not the service can be received to requesting respective parties is checked. In access control tasks 4-1-4-N, control is performed for the media of the requesting service and the direction of information transmission. In session control tasks 5-1-5-N, the establishment of a session between the parties to be required is controlled. In connection control tasks 12-1-12-N, when connection response signals are received from a terminating subscriber terminal, a connection is established between the originating subscriber terminal and the terminating subscriber terminal.
