PROBLEM TO BE SOLVED: To reduce fluctuation in the delay of data by transmitting a non- priority FR frame with throughput based on registered certification information velocity, guaranteed burst quantity and over burst quantity when a priority FR(frame relay) frame is not transmitted for a prescribed time, and transmitting the non-priority FR frame in subtracted bands when the priority FR frame is transmitted. SOLUTION: A DLCI registration table 10a stores the maximum frame size of the priority FR frame and stores the certification information and the guaranteed and over burst quantities preferentially for an FR frame for voice and non-preferentially for an FR frame for data. A transmission frame monitoring part 10c monitors the state of a frame relay network and monitors the transmission rate of the transmission frame or the like so as to guarantee the certification information, guaranteed burst quantity and over burst quantity registered in the DLCI registration table 10a. Based on the result of transmission frame monitor, a frame transmission control part 10d selectively transmits the FR frame to be transmitted.
