<p>PROBLEM TO BE SOLVED: To provide a variable rate coder in the case that sub video data are in existence. SOLUTION: Digital image data are tentatively coded by a tentative coding processing section 4. Furthermore, a coding section 10 codes the voice and character of information other than image formation and the generated code amount and a reproduced time are recorded. Information related to a generated code amount permitted for image data used for the processing conducted by a main coding processing section 5 is generated with respect to digital image data being a coding object, based on the code amount produced by voice/ character coding and the code amount produced by tentative coding of the digital image data at a coding adjustment section 6. Based on the information relating to the generated code amount allowed for the digital image data in the operation of main coding generated by the coding adjustment section 6, the set quantization scale is used to apply main coding with respect to the digital image being an object of coding.</p> |
