PROBLEM TO BE SOLVED: To surely decide a transmission timing of a link setup request by a mobile station. SOLUTION: In a step S12, whether or not transmission has failed in a preceding transmission timing is discriminated, based on transmission history information in a RAM. In the case that the transmission has been successful in the preceding transmission timing, the processing continuous to a step S13 to set the preceding timing to the transmission timing this time. Thus, when there is a fact of successful transmission of a link setup request to a desired base station, since the transmission timing at which the transmission is successful is set to the transmission timing of this time, the transmission timing at which the transmission has been successful in actuality can be reflected on the next and succeeding transmissions.
