The invention concerns a device for opening a litter bin or wastepaper basket articulated lid whereof the container is fixed in the ground, and the visible part consists of a base and its lid, and the foot-actuated opening control. The device is designed for public amenities and consists of a pedal (1) which, in inoperative position, maintains the lid (3) locked. When the pedal is pushed down, it moves backwards releasing the lid (3) which begins to rise by means of two lifting arms (8) connected to the pedal (1) by a rotating shaft (5) and a lever (6). The two lifting arms (8) are provided at their ends with rollers (10), each moving on a raceway (12) fixed beneath the lid (3), increasing the opening angle thereof. The pedal (1) at the end of its travel is urged to stop on the base (4). When the pedal is released, the lid (3) comes down driven by its weight, resting on the rollers (10), the mechanism returns to its initial position. The counterweight of the arms (89 and of the rollers (10) controls the pedal (1) by placing it in the highest position to lock the lid (3). The base (4) is fixed to the container (13) with hinges (18) and quarter turn screws (19) to provide access to the container (13) which is fixed in the ground with cast concrete. The device eliminates all temptation of vandalism, provides improved embellishment and obvious hygienic use.
