PROBLEM TO BE SOLVED: To provide an excellent catheter capable of surely averting the exposure of blood and air bubbles and the danger of heavy bleeding by enabling an extrapulmonary blood-gas exchange or artificial dialysis while eliminating the need for extraction of an oxygen enriched gas or the blood to the outside of the body and a therapeutic device using the same. SOLUTION: An exchange member 12 which enables selective component passage has the pores smaller than the particle diameter of the artificial blood and does not, therefore, allow the admission of the particle components of a circulating liquid, such as artificial blood, into the body even in the case of circulating the artificial blood, etc., into the inside and allows the free passing the pores of the blood constituting material in the body, thereby making it possible to carry out the oxygen exchange between the liquid phase and liquid phase of the blood and the circulating liquid. Then, the circulating liquid introduced into the body via a liquid feed pipe 14 comes into contact with the blood across the exchange membrane 12 and in the case of oxygen supply, the artificial blood which is the oxygen carrier in the circulating liquid releases the oxygen by the fall of the oxygen content in the circulating liquid and a pH change, etc., thus diffusing the oxygen into the blood vessels.
