SOLUTION: A rotational operating body 14 is in a state that the operating body 14 is worked by the medium of a rotational limiting part 28 of a working limiting lever 15. When the working limiting lever 15 is compulsorily rotated by being pressed on an opposite side receiving an elastic support in a state that braking force is generated, the rotational operating body 14 and a lever 20 are separated and becomes states that the operating body 14 and the lever 20 are capable of independently rotating because the cutting surface 27 of the working limiting lever 15 is separated from a mat surface 19.
