PROBLEM TO BE SOLVED: To produce light-weight and high-strength agglomerate by adding a sodium silicate aqueous solution of high concentration to foamed particles of volcanic ejecta, kneading them, injecting carbon dioxide gas into the kneaded product, then firing and forming. SOLUTION: The foamed particles of volcanic ejecta and a sodium silicate solution of 32-48% are charged in an air-tightly sealed kneader at a weight ratio of the foamed particles/the sodium silicate solution of 1/0.5-1/2. After kneading for a prescribed time, carbon dioxide gas is injected into the kneaded product to form sodium carbonate and silicic gel resulting in formation of agglomerates of foamed particles. The agglomerates are fired at 500-900 deg.C to convert the foamed particles to stabilized ceramic agglomerates. The foamed particles are obtained by foaming fine particles of volcanic particles with heat at 800-1,000 deg.C, has a bulk density of 0.1-0.5, an average particle size of 500-30μm and mainly comprises vitreous substance of conjugate compound containing mainly SiO2 and Al2 O3 and additionally CaO, MgO and the like.
