PROBLEM TO BE SOLVED: To obtain a base paper for paper cutter hardly causing injury when using, hardly deformed, capable of being recycled and useful for production, etc., of a paper cutter by running the paper through a nipping part consisting both metal rollers under a prescribed linear load to form the paper into the one having a specific thickness. SOLUTION: This base paper is obtained by running a paper formed out of a coniferous bleached kraft pulp, etc., through a nipping part consisting of both metal rollers under a pressurizing condition of 200-3,500 kg/cm, preferably 500-3,500 kg/cm linear load to provide the objective base paper having 100-500μm thickness. Preferably, the base paper after the pressurizing treatment has 1.0-1.5 g/cm<3> bulk density, and a resin is impregnated in the paper. Further, preferably, the base paper for a paper cutter is subjected to stamping to form a blade shape to provide the objective paper cutter.
