<p>PROBLEM TO BE SOLVED: To resolve such problems that synthetic resin is necessary to be crushed into granular or powdery state and equip a working equipment so as to be possible to carry with the air and inject from a tuyere as the pretreatment for supplying this synthetic resin into a blast furnace as auxiliary fuel and in the case of utilizing plastic contained in treated material of municipal waste, etc., the plastic, etc., must fractionally be treated and chlorine base gas developed in the heating process must be treated. SOLUTION: Heating treatment is executed to material to be treated and the chlorine compound contained in the material to be treated is decomposed, and in the harmful chlorine base gas generated with this decomposition, dechlorine agent composed of carbonic acid base potassium material reacted in the heated low oxygen atmosphere is added to execute the dechlorine treatment by generating the harmless chloride reacted with the chlorine base gas. The chlorine base gas as one cause of dioxin is removed and the harmlessness of exhaust gas and residue is realized and the harmless gas is blown from the tuyere as auxiliary fuel.
