The invention concerns a device comprising a buckle (8) and a slide (9) which can be mutually locked and unlocked by hand. The slide (9) is integral with a strap (10) and the buckle is integral with the vehicle floor (7). The invention is characterised in that the buckle (8) is completely retracted under the seat (1) surface. A bore (11) flush with the seat (1) surface passes through the thickness thereof to guide the slide (9) towards the buckle fixed in the floor, such that the buckle is no longer flush with the seat (1), thereby enhancing passenger comfort.
