PROBLEM TO BE SOLVED: To prevent foreign materials from being caught by a power window by detecting them without making contact with a windowpane and also without damaging the foreign materials and increase crime prevention regarding foreign materials. SOLUTION: A motor 33 moves up and down a windowpane 35 in a window frame of a vehicle. A branching device 15 for transmitting light provided at the window frame transmit light from the light-transmitting part 11. A branching device 19 for receiving light provided at the window frame outputs the light input from the branching device 15 for transmitting light to the light-receiving part 25. A judgment means 37 to stop the moving-up output judges presence of foreign materials in the window frame on the basis of the optical signal to be received in the light-receiving part 25 while the windowpane moves up. And when a foreign material is detected in the windowpane, the judgment means makes it stop to move up the windowpane.
