PROBLEM TO BE SOLVED: To selectively enable the resource allocation of a satellite communication system. SOLUTION: This system 10 has at least one satellite, a system controller 38, plural gateways 18 and one user terminal 13 at least which enables bidirectional communication with one of gateways 18 at least, via at least a satellite 12. The respective plural gateways are bidirectionally connected to one ground communication system 4 at least and operate, so as to connect the user terminal 13 via one satellite 12 at least to the ground communication system 4. It can be reported to a request user terminal whether or not the gateways 18 accept the request user terminal establishes a communication link. |
