PROBLEM TO BE SOLVED: To reduce processing in an exchange station and to improve the efficiency of frequencies. SOLUTION: When congestion of call channels is recognized, a redialing part 11b detects a redialing identifier in a transmission signal from a calling terminal 2 through a control signal transmission/reception part 12. In the case of the call signal by redialing, the control signal transmission/reception part 12 transmits a redial regulation signal with a response signal. The calling terminal 2 invalidates a redial key in a redial key control part 2a. The redialing part 11b adds a terminal number and an opposite dial number in the registration list of a memory part 13. When the release of congestion is recognized, the control signal transmission/reception part 12 gives information on a radial regulation release signal. The calling terminal 2 informs a user of the release of regulation in a regulation state display part 2b. When the user requests redialing, the calling terminal 2 transmits a radial signal. The redialing part 11b reads the terminal number and the opposite dial number from the memory part 13 and dials to the exchange.
