PROBLEM TO BE SOLVED: To provide a roller for fixing or a belt which is excellent in durability, fixation and toner releasing property. SOLUTION: By this manufacturing method of a rotary body for fixing obtained by forming a rubber layer and a fluorinated resin layer on a substrate in this turn, the fluororesin layer 22 is formed at the inside surface of a cylindrical metallic mold 21 and the substrate is inserted in the hollow part of the mold 21. Then, unvulcanized rubber 24 is implanted in a gap between the layer 22 and the substrate. The implanted rubber 24 is vulcanized so as to form the vulcanized rubber layer. Then, the substrate is pulled out from the mold 21 together with the fluororesin layer and the vulcanized rubber layer. Or the unvulcanized rubber layer is formed on the substrate or the unvulcanized rubber layer is formed on the surface of the layer 22 instead of the implanting of the rubber 24.
