PROBLEM TO BE SOLVED: To prevent the underflow and overflow of data quantity (buffer occupancy value) which is accumulated on a buffer of a decoder from occurring when two variable length code video data signals are connected. SOLUTION: An inefficient data amount calculator 13 compares a value that is related to a buffer occupancy value in decode timing of the last picture of 1st video data with the buffer occupancy value in decode timing of the first picture of 2nd video data between the 1st and 2nd video data which save an end code at a rear end and also, respectively consist of plural pictures. Data quantity that corresponds to the difference of both values is calculated when the comparison result is a prescribed value, and a video data connector 15 connects the 2nd video data after an inefficient data adder 14 adds inefficient data for the data quantity to the last picture of the 1st video data.
