PROBLEM TO BE SOLVED: To provide a means of making a ferritic stainless steel sheet exhibit a stable antibacterial effect without requiring particular treatments even after being subjected to various plastic workings and surface polishing treatment. SOLUTION: A stage where long-time annealing is performed at 750-900 deg.C for >=1 hr is secured in the course between hot rolling and final cold rolling (cold rolling is not required when the product is a hot rolled plate). Further, in the case where recrystallization annealing is applied after final cold rolling, annealing is carried out at <=950 deg.C. By the above procedures and the like, the Cu-containing ferritic stainless steel sheet (hot rolled steel plate or cold rolled steel sheet) having a structure in which Cu precipitates are dispersed at a rate of >=10 pieces to 100μm<2> of cross section can be obtained.
